GoK Performance Contracting Resources

The following links are available to government agencies spearheading performance contracting in various sectors:

  • 13th PC Cycle Guidelines: These Performance Contracting Guidelines are issued to provide guidance to Institutions in the process of implementing Performance Contracts in the Public Service.
  • Second Medium Term Plan 2013-2017: The MTP II outlines the policies, programmes and projects which the Government intends to implement during the five year period  to facilitate faster realisation of Kenya Vision 2030.
  • Sector Performance Standards 2015: These are standards developed by the Government of Kenya based on international best practices, to inform among others the management of processes of planning, budgeting, identifying indicators and setting of performance targets in the public sector. The first Sector Performance Standards developed in 2009 were reviewed to accommodate emerging developments and dynamics since then that included the promulgation of the Constitution 2010, the Second Medium Term Plan 2013-2017, Vision 2030 and other government policies.
  • Kenya Vision 2030: This publication is a summary of Kenya’s current long term national planning strategy. It briefly states the main goals of the Economic, Social and Political pillars that underpin Vision 2030.
  • Sector Plan for  Science, Technology And Innovation 2013-2017:  The 2nd MTP on Science, Technology and Innovation (ST&I) reviews the successes attained and the challenges encountered in the implementation of the 1st MTP. It identifies national programmes that are aligned to the national goals and market needs, sets out sector priorities and determines the strategic technology platforms required to address those priorities.
  • Sector Medium Term Plan II: Education and Training: The sector plan proposes programmes and activities to enhance the quality and relevance of education in view of the various strategic issues that emerged during the implementation of the KESSP and the 1st MTP as well as the need to align the education sector to the Constitution of Kenya 2010.
  • The Constitution of Kenya: The Constitution of Kenya 2010, currently in force, replaced the 1969 constitution, that itself had replaced the 1963 independence constitution.
  • The National Cohesion and Integration Commission: NCIC exists to promote national unity in Kenya through facilitating processes and policies that encourage elimination of all forms of ethnic discrimination.
  • The Public Procurement and Asset Disposal Act, 2015: An Act of Parliament to give effect to Article 227 of the Constitution; to provide procedures for efficient public procurement and for assets disposal by public entities; and for connected purposes.
  • Sustainable Development Goals (SDGs): SDGs were launched in 2015, hence are not incorporated in the MTP II and the respective strategic/master plans. The integration of SDGs is meant to ensure that Kenya implements initiatives with a view to keeping pace with the targets of the global SDGs.
