Jomo Kenyatta University of Agriculture and Technology (JKUAT) signed its 2015/2016 Performance Contract with the Cabinet Secretary of Education, Science and Technology on Monday 12th October 2015 at a colourful ceremony in Nairobi that involved all Kenyan Public Universities and State Corporations under the Ministry.
The Cabinet Secretary, Prof. Jacob Kaimenyi expounded on the lessons learnt in the performance contracting process so far. He mentioned inadequate provision of evidence, delay in implementation of the performance contracts and lack of involvement by top management as the main reasons that the process was not effective in some institutions. Resource allocation for PC targets not being prioritised, delayed start of procurement, lack of appreciation of the importance of the process and minimal participation of staff in the departments in the implementation were other factors that have been noted as a hindrance to performance contracting.
He reiterated his Ministry’s obligation in facilitation of the performance contracting process in all institutions and in the implementation of Government Policies. The CS was accompanied by the Principal Secretary, Science and Education Prof. Collette Suda.
The JKUAT PC was signed between the Cabinet Secretary on behalf of the Government of the Republic of Kenya and the JKUAT Council Chair, Ms. Bertha Dena and Independent Council Member Mr. Maurice Onyango on behalf of Jomo Kenyatta University of Agriculture and Technology. The Council members were accompanied by the Vice Chancellor, Prof. Mabel Imbuga. Also in attendance was the DiPCA team of Prof. John Wesonga- Director, Mr. Charles Gaya- Deputy Director and Mr. Anderson Mwito- Administrator
