JKUAT Among the Top Public Institutions to Comply with the Values and Principles in Articles 10 and 232 of the Constitution

Jomo Kenyatta University of Agriculture and Technology has been ranked among the top 35 high achievers by the Public Service Commission (PSC). In a report titled Status of the Public Service Compliance with the Values and Principles in Articles 10 and 232 of the Constitution for the Year 2018/2019; An Evaluation Report Prepared pursuant to Article 234(2)(h) of the Constitution”, JKUAT was ranked position 25 out of the 35 top achieving public institutions in Kenya with an aggregate mean score of 61.3%. JKUAT was also ranked as the best performing University as per the list. Top on the list was Capital Markets Authority whose aggregate mean score was 79.5%.

JKUAT, through the Department of Human Resource, participated in a survey by Public Service which targeted all Ministries and State Departments; State Corporations and Semi-Autonomous Government Agencies (SAGAs); Public Universities; Statutory Commissions and Authorities and Constitutional Commissions and Independent Offices not exempted under Article 234(3) of the Constitution. In total, 298 institutions were targeted but only 281 responded. The process entailed a systematic methodology for data collection, processing and analysis.

HR department in conjunction with other departments in the University submitted comprehensive data using an online survey tool that was provided by Public Service. Data received was analysed to arrive at the findings and recommendations that formed the report.

The evaluation focused on how the public institutions mainstreamed values and principles of governance in seven thematic areas, namely:

  1. Service delivery improvement and transformation;
  2. Ensuring high standards of professional ethics in the public service;
  3. Good governance, transparency and accountability;
  4. Performance management;
  5. Equitable allocation of opportunities and resources;
  6. Public participation in policy making; and
  7. Efficiency, effectiveness and economic use of resources.
